Restaurants and small business retail shop owners complain about unfair ticketing by the New York City Health Department

General Manager of XES Lounge, Tony Juliano, is just one of many small business owners who are bringing the ticketing issue to table. Juliano was recently cited for a no smoking sign by the employee lounge but the bar has been opened since 2004 and was never cited for this among other things.
How do you think the city would be able to manage this problem better? Do you think there is a bit of favoritism that goes into the tickets that are handed out?
